CEP includes a written communication domain. The memo should make estimate judgment usable: what the estimate supports, what it assumes, what it excludes, how reliable it is, and what management should do next.
Treat communication as part of the estimating product. An estimate without a clear basis and recommendation is not ready for decision use.
