That sequence matters because CAPM often hides the stronger answer inside a tradeoff between speed, comfort, and disciplined behavior. A scenario may look like it is testing communication skill when the deeper issue is ethics. It may sound like it is testing authority when the stronger move is leadership and emotional intelligence. Or it may feel like a team-level problem when the real boundary has already crossed into governance. Strong answers classify the people and oversight problem before acting.
