Chapter 4 converts a promising AI use case into a controlled investment case. By this point, the project should already understand the problem, the likely fit, and the early feasibility picture. The next job is to describe the solution at the right level, set clear scope boundaries, estimate value and cost honestly, and define success in a way that can govern later go or no-go decisions.
